adding extra infrastructure sample for full private setup with CMK , this example combines example 15 and example 31

why local Auth is not disabled?

why do you need unique suffix? there's already guid built with role, resource and principal - you cannot assign same role twice to same resources so this is already unique enough.

not sure why bicep files are duplicated with -unique suffix
